Yemen: End the male
guardianship restriction for releasing women from prisons
The internationally
recognized government (IRG) and the Huthi de facto authorities must free women
who have completed their jail sentences but remain arbitrarily detained because
there is no male guardian to release them to, Amnesty International said today.
Prison authorities
across Yemen keep women who have completed their sentences in jail if there is
no male guardian to accompany them on release or they release them only to
women’s shelters if their families refuse to receive them. Conditioning the
release of women from jail on the approval of a male guardian is a customary
practice which has been going on long before the onset of the armed conflict in
2015.
“It is unacceptable
that authorities in Yemen still view and treat women as incomplete individuals,
with no agency and who need to be accompanied by male guardians in day-to-day
lives. Customary traditions must evolve, like societies do, to ensure that
human rights and dignity are respected,” said Grazia Careccia, Amnesty
International’s Deputy Regional Director for the Middle East and North Africa.
“Prison authorities
must immediately release women, and anyone else, detained beyond the completion
of their prison sentence in accordance with Yemen’s Criminal Code, the
constitution, and international human rights law obligations. They should end
unjustifiable deprivation of liberty and all forms of gender-based
discrimination.”
“Male guardianship is a
tool of social control over women’s lives and freedoms and must not be
legitimised through such practices. Authorities must work on eliminating
discrimination against women by ending male guardianship in law and practice,
even when this requires challenging existing social norms. They must open
shelters for women at risk but also ensure that no woman is forced to reside
there without her consent,” said Grazia Careccia.

Dispatch from
Taiz—Yemen’s Passage to Peace
During the years of
Yemen’s civil war, the governorate has been a Houthi stronghold. Houthis
control the roads leading into and out of the region and effectively controlled
the movement of people and essential goods for nearly eight years. Meanwhile,
the city itself is bisected by armed checkpoints manned by a range of conflict
actors.
Despite the clear
centrality of Taiz to the ongoing conflict in Yemen, policymakers have
routinely dismissed the view that this city will be key to any military
effort to alter the balance of power.
Taiz—and
the fate of its people—has also remained largely peripheral to
the peace process.
Today,
for the first time in history, the president of the newly-constituted
Presidential Leadership Council, the prime minister and the speaker of
parliament are all Taizis, yet none of them has prioritized reopening the
roads to Taiz in peace negotiations. This impasse leaves the civilian
population—itself an engine of Yemeni civil society and an untapped resource
for peace—entirely at the mercy of militias in their efforts to access
essential services.
The Houthis control the main
highway between Taiz city and Sana’a. They also have control over the major
roads connecting to Aden and Hodeidah as well as other roads to the east, north
and west. Taizis wishing to travel must rely on a single outlet to the
southwest, opened only after a series of deadly battles in 2016 between the
Houthis and groups aligned with the internationally-recognized
government. The road, al-Dhabab, is constantly under the threat of closure and
has continued to witness fighting, even after the UN-brokered truce of 2022.
During the years-long siege, and particularly
while the Sana’a airport was closed from August 2016 to May 2022, this road and
the city of Taiz, more generally, has been a lifeline for many
northerners, who must transit through the governate to access Aden airport
for medical treatment or other essential business.
The
truce between the Houthis and the government, which was extended twice between
April and October 2022, remains at the time of writing neither renewed nor
broken, but lapsed. Despite the terms of the truce being conditional on
the roads to Taiz opening, neither the government, the Saudi-led
coalition nor the UN has been able to secure
concessions from the Houthis in Taiz and reopen the roads for any
durable period of time. Without any tangible
progress toward reopening the roads that connect the city of Taiz to the
rest of Yemen, there will be neither peace nor prosperity for
millions of people. Depriving the citizens of Taiz—millions of people—of
basic mobility prevents them from enjoying the fruits of any temporary peace agreement
or ceasefire.
Since
the expiration of the UN-brokered truce in October of 2022, Taiz has remained
hostage to a negotiation process that overemphasizes the political and military
priorities of Aden and Sana’a. But Taiz—on the periphery of each—might hold the
key to the peace process, not merely in its present form as a city divided, but
also in its future promise as a crucial passage to recovery. Under the right
political circumstances, Taiz could transform from an emblem of the horrors of
war to an engine of successful demobilization and post-conflict recovery.
Indeed, rather than marginalizing Taiz in the peace process, starting the
demobilization process in a city like Taiz, which has a demonstrated appetite
for a shift away from conflict, is a promising road to conflict recovery.

Albuhaiti calls for forming a
Yemeni committee to receive compensation from Arab Coalition
Yemeni political
commentator Ali Albukhaiti has welcomed any political reconciliation between
the Iran-backed Houthi militia and Saudi Arabia.
Albukhaiti, however,
warned of handing over, if a peace agreement is reached, compensation money to
the Houthis or the Yemeni government, suggesting the formation of an
independent Yemeni committee, under international supervision, whose mission is
to “deliver compensation from the countries participating in Decisive Storm,
specifically Saudi Arabia, the UAE, Qatar and Bahrain, and to disburse it to
the families of the victims and the wounded, as well as to rebuild what was
destroyed by the war.”

Sanaa denies arrival of Saudi plane carrying money at Sanaa Airport
A number of media outlets allegedly circulated reports on
the arrival of a Saudi plane carrying salaries for employees, amid continued
leaks about the ongoing negotiations between Sanaa and Riyadh.
In a response to the
allegations, Spokesman for the National Salvation Government, Minister of Information
Daifallah Al-Shami, denied the arrival of a Saudi plane carrying money for
salaries, and considered it a false news.

The deadly journey
along Yemen’s potholed, heavily mined roads
At least 11
schoolchildren were killed and 23 others were injured on
Saturday after their packed vehicle crashed off a hilly road in Yemen’s
Dhamar province, south of the capital Sanaa, the second fatal road crash in a
day.
The incidents have
reignited demands for highways to be opened, repaired and cleared of landmines.
“Will
these deaths and injuries inspire people to find ways to reduce the number of
traffic accidents in Wusab and Yemen as a whole?” Mansour Taleb, a
Sanaa resident, said on Facebook.
The Houthis blocked
major highways leading into and out of Taiz, Yemen’s third most populous city,
essentially besieging the densely populated area and forcing residents to use
hazardous, unpaved and rocky paths while leaving or entering the city.
The Houthis also
extensively laid explosives on major and minor highways around the country to
prevent government troops from entering their regions.
The [Aden] Yemeni
government blames the lack of road repairs on the conflict, the Houthis and limited
financial resources.
Opening roads in
besieged Taiz and other Yemeni provinces is one of the unimplemented
requirements of the UN-brokered truce.
Yemeni drivers and
citizens have complained that the shutdown of major roadways, Houthi landmines
and rough roads have made travel between Yemeni cities or to neighboring
countries much more hazardous and time-consuming.

IntelBrief: Solutions to the Yemen
Conflict Will Remain Elusive in 2023
Two negotiating tracks – one led by
U.N. mediators and a separate Oman-brokered Saudi Arabia-Houthi dialogue – have
failed to produce meaningful breakthroughs.
Iran continues to arm its Houthi
allies with missiles, armed drones, and small arms, should major active
conflict ultimately resume.
Saudi Arabia and its key ally, the
United Arab Emirates (UAE), seek an end to the conflict amid strains with
Washington over their tactics in Yemen, widespread human rights abuses and
burgeoning humanitarian crises, and energy production issues.
The
prospects for an end to the Yemen conflict in 2023 appear uncertain: for all
the warring parties, there are both incentives as well as drawbacks to a
settlement. U.N., Omani, U.S., and other mediators who take an optimistic
outlook point to several factors favoring a resolution of the conflict, despite
the seemingly insurmountable demands of both sides. Global relief organizations
maintain that a settlement is imperative considering the acute suffering of
Yemen’s population, which, even before the latest war, was already the region’s
poorest. For Saudi Arabia and the UAE, a settlement in Yemen would protect
their territories from attacks by Houthi-launched, Iran-made systems and ease
their tensions with the United States. Since 2017, members of the U.S.
Congress, citing civilian casualties resulting from Gulf state air operations
in Yemen, have succeeded in limiting some U.S. military support, such as aerial
refueling, to the Saudi and Emirati militaries.
Yet,
many factors and considerations that have prevented a settlement thus far still
remain. The Houthis – perceiving that Saudi Arabia and the UAE want to exit the conflict more than they or
Iran do – have set a price for a final peace that exceeds what Saudi Arabia,
the UAE, and the Yemeni government are willing to pay. The Houthis demand a
significant share of power in a restructured government, a full and permanent
withdrawal of Saudi-led Arab coalition forces from the country, and equitable
distribution of revenue from Yemen’s sale of oil. Accepting the Houthi
conditions would represent a significant climbdown, particularly for Saudi
Prime Minister, Crown Prince Mohammad bin Salman (MBS), potentially
complicating his succession as King of Saudi Arabia and subjecting him to broad
public and internal palace criticism. A settlement that gives the Houthis much
of what they demand would institutionalize a foothold for Iranian influence
inside Yemen

Submission to the Committee on Economic, Social and Cultural Rights on Yemen
We write in advance of the 73rd Session of the Committee on
Economic, Social and Cultural Rights and its review of the Republic of Yemen’s
compliance with the International Covenant on Economic, Social and Cultural
Rights.
The protracted armed conflict in Yemen has had grave impacts
on the right to health and the right to an adequate standard of living.
According to UNICEF, over 23 million people in Yemen, out of a population of
about 30 million, are in need of humanitarian assistance, including nearly 13
million children.[1] Parties to the conflict have
attacked civilian infrastructure, including hospitals and food and water
infrastructure, and blocked access to humanitarian aid. This has gravely
inhibited peoples’ access to water, food, and medicine, and has consequently
had dire consequences for health and standard of living.
Specifically, by the end of 2022, UN agencies reported that
17.8 million people in Yemen did not have access to safe drinking water,
sanitation, and hygiene services, and 17 million were food insecure, with 6.1
million facing “emergency” levels of food insecurity.[2] According to Mwatana for Human
Rights and Global Rights Compliance, the Saudi and UAE-led Coalition has
repeatedly carried out attacks on food and water infrastructure across Yemen,
including targeting farms, irrigation works, and fishing boats.[3] These attacks
violate international humanitarian law’s prohibition on attacking,
destroying, removing, or rendering useless objects indispensable to the
survival of the civilian population.[4] Furthermore, the attacks have
contributed to widespread food insecurity and increased the humanitarian
crisis.
Parties to the conflict have repeatedly attacked hospitals
and healthcare facilities, as well as medical workers. From the start of the
conflict through March of 2020, there were at least 142 documented attacks on
medical facilities across the country.[5] The International Committee of
the Red Cross stated in March of 2022 that “only 51% of health facilities are
in service” in Yemen.[6]
In addition to direct
attacks, parties to the conflict, in particular the Houthi forces (also known
as Ansar Allah), have also obstructed access to humanitarian aid, further

Yemen: Authorities
Failing to Protect People’s Basic Rights
Yemeni authorities are
failing to meet their international legal obligations to protect socio-economic
rights for millions of Yemenis, Human Rights Watch said today in releasing a submission to
the United Nations Committee on Economic, Social, and Cultural Rights.
The government of Yemen has failed to protect the rights of
children, specifically their rights to health and education. In May 2021, Human
Rights Watch found that
Yemen’s laws do not prohibit corporal punishment of students at school,
while Article 146 of the Children’s Rights Act
of 2002 confirms “the legal and legislative rights of parents to discipline
their children,” effectively permitting violent punishment of children in the
home. The government should heed calls from the UN committee and other UN
entities to explicitly and effectively prohibit corporal
punishment of children by law in all settings.
“The Yemeni government is not protecting its people’s basic
human rights,” Jafarnia said. “They have an opportunity to save millions of
lives, including the lives of children, by instituting policies that will allow
for humanitarian aid to flow, and to make water, food, and health care
accessible.”

Child recruitment and their involvement
in armed conflicts is a history old practice in Yemen. It is deeply rooted in
the awareness of the society and the falsified tribal culture that views it as
sources of pride and associates it with masculinity. Tribesmen show off their
children carrying arms and they make arms available at the expense of their
basic needs of food. In addition to the tribal culture and the lack of
community awareness, the economic conditions and the financial problems people
face play a major role in the recruitment of children in a country shattered by
war for the third year consecutively to the point when 60% of the population
are now under poverty line. Most of the victims who have been interviewed by
the Yemeni Coalition for Monitoring Human Rights Violations have stressed that
poverty and unemployment are the main reasons that lead to joining the Houthi-
Saleh forces and the forces loyal to the Hadi government. In addition to those
wars, including the six rounds of war in Sa’ada, the ongoing armed conflict brought
to the forefront the phenomenon of children recruitment and the exploitation of
children in military actions, which was only limited to a few tribal conflicts
or the suicide bombings of the so-called Al-Qaeda, in north and south of the
country.

Sanaa threatens to take historic decision to confront arbitrary measures
of UNVIM

Foreign Minister in the National Salvation Government, Hussein Al-Ezzi,
revealed Sanaa’s intention to take a decisive decision to confront the
arbitrary measures practiced by the United Nations regarding the inspection of
ships arriving at the port of Hodeida in the event that
these measures are not reversed.
“It is very likely that
Sanaa would take a major historic decision if “the increasingly arbitrary
measures by the UN Verification and Inspection Mechanism (UNVIM) were not
corrected,” Hussein Al-Ezzi tweeted on Tuesday.
He noted that the
mechanism has become a violation of its establishment decision and for the
purpose for which it was established.

[Sanaa gov.] Human Rights Ministry: US-Saudi Aggression Detained over

About 8,400,000 Yemeni children to be deprived of education due to
coalition war
In a statement issued
by INSAF Organization for Defending Freedoms & Minorities, in conjunction
with World Education Day, January 24, it stated that there are 2 million 400 thousand
children out of school, out of an estimated 10.6 million children aged 6-17
years.
The statement indicated
that the number of children who face interruption in education may rise to six
million, while 8.1 million children need emergency educational assistance
across the country.
Nearly 3,500 schools
are either destroyed or damaged, with about 27% of them closed across the
country, in addition to 66% of schools damaged due to severe violence, and 7%
of them used as shelters for the Internally displaced people (IDPs).
The statement pointed
out that teachers have also been affected by the war and the blockade, as an
estimated 171,600 male and female teachers – or two-thirds of the teaching
staff – have not received their salaries regularly since 2016, consequently
stop teaching to find other ways to support their families, which puts nearly 4
million additional children at risk of losing access to education.
It indicated that 31
percent of Yemeni girls are out of school, as a result of
the deteriorating humanitarian conditions and the inability of families to
provide basic educational needs.

Combating Food
Insecurity in Yemen: From Individual Needs to Country-Level Resilience
A World Bank project
aims to tackle the conflict-hit country´s most immediate challenge
From kitchen gardens to
agricultural infrastructure, a $127 million project is seeking to improve
availability and access to food and nutritious diets, both in the short term
and in the medium term. This will enhance Yemen’s capacity to respond to food
insecurity, where conflict and climate change threaten the population with the
worst famine the world has seen in recent decades.
Since July 2021, the
“Yemen Food Security Response and Resilience Project (FSRRP)” funded by the
World Bank brought three UN agencies together to contribute to improving food
resilience among the country´s most vulnerable. The project is implemented by
the United Nations Development Programme (UNDP), the World Food Programme (WFP)
and the Food and Agriculture Organization (FAO).
UNDP implements $23.8
million of the project by improving agricultural production, infrastructure and
building climate resilience. UNDP works in partnership and close collaboration
with two key national institutions, the Social Fund for Development (SFD) and
Public Works Project (PWP) to ensure both project implementation and knowledge
transfer.
FSRRP interventions
will contribute directly and indirectly to improving food security through
restoration and improvement of agricultural lands and irrigation systems and
improving access to markets through road rehabilitation. Locals will be
employed in order to earn much needed income using the
cash-for-work modality.
While war affects all,
the issue of food security is one that has a particular impact on women: when
food is scarce it is women who eat least, last and
less well. And in a country that boasts the biggest gender gap in the world –
Yemen ranked last out 153 countries in the 2020 Global Gender Gap Report by the
World Economic Forum – the figures around female employment and spending power
make for stark reading.
In Yemen, just 6% of
women participate in the labour market, compared to 72% of men. A quarter of
women in the labour market are unemployed, compared to 12% of men.
Unsurprisingly, there is a huge gap in incomes. For every dollar a man makes in
Yemen, a woman is estimated to make only 30 cents.
One of the FSRRP goals
is specifically focused on empowering women and improving their living
standards, while the project as a whole will benefit
women in target agrarian locations.
Food security is not
just about staving off hunger and malnutrition today, but also about seeking
sustainable solutions that provide resilience against future crises. The FSRRP
is aligned to the UN Sustainable Development Goal of eliminating extreme
poverty by 2030 and boosting shared prosperity.
The project will see
vulnerable groups – including women, youth and
internally displaced peoples– receive training as well as access to emergency
employment through cash-for-work schemes that allow them to earn an immediate
wage through productive work. This approach means that money, knowledge and skills are gained, allowing people to buy food
today, as well as giving them a better chance of finding work in future and
better serving their communities.

Response in Yemen Situation Report Issue #4 (October - December 2022)
The aid operation in
Yemen remained severely underfunded throughout the year, forcing humanitarian
partners, including UNFPA, to reduce lifesaving humanitarian assistance or
close critical assistance programmes. The 2022 Yemen Humanitarian Response Plan
secured only $2.4 billion or 56 per cent of the US$ 4.27 billion appeal for
2022 by the end of the year. UNFPA received only 40 per cent or US$60 million
of its US$ 100 million appeal for 2022.
Despite funding
shortages, UNFPA's response reached 2.7 million individuals with life-saving
reproductive health services, protection information and services and emergency
relief in 2022, with support to 101 health facilities, 35 safe spaces, eight
shelters and eight specialized mental health centres.

DEVASTATING CONFLICT
Women
entrepreneurs decided to stand brave against the fears of destruction. The
current circumstances have prompted more women to insist on maintaining
existing businesses and even start new ventures to support their local
communities.
Women
have great enthusiasm and courage to continue and move forward despite the
difficulties they face from crippling regulations.
We have seen a lot of
businesswomen in Yemen investing in private education during the implementation
of the BRAVE WOMEN project. The share of educational services supported to date
reached 20% of the total eligible firms. During the first phase of the project,
500 businesswomen were trained in business continuity during high-risk periods.
The financial support is now being prepared through matching grants for
successful projects.
As we are all hoping
for the end of the conflict through a political process, Yemeni businesswomen
have another perspective. It is highly remarkable for us as development
partners that women are more aware of the importance of confronting the severe
effects of the conflict through investing in the continuity of quality
education as a means of creating awareness and an effective tool for restoring
peace in the long run.

This summary presents
the findings of the first round of Area Assessment (Mobility Tracking)
undertaken by IOM’s Displacement Tracking Matrix to establish a new baseline on
the number of Internally Displaced Persons (IDPs), IDP returnees and migrants
in Yemen. Findings are currently limited to the country’s south controlled by
the internationally recognized government (IRG).

who throw themselves into the unknown in search of life... I do not blame them, everyone has the right to "life"... But what
these youth don’t know is that they are choosing death.
Disconnecting from
social media did not stop the flood of messages about many Yemenis stranded at
the borders of European countries. We have previously warned everyone (through
social media, embassies, orgs. and families) that these areas are dangerous and
do not receive any form of aid, protection or support
from orgs or govs due to the fact that they are irregular paths. But despite
our constant warning & our attempt to raise awareness we are surprised by
the increase in the number of Yemeni youth seeking irregular immigration
(despite what the media is covering about the unsettled situation in EU) All repeated
attempts to find a solution for those stranded & the danger that surrounds,
most of which is the harsh winter weather through orgs & concerned
authorities of immigration and asylum affairs have failed tremendously to help
since these path forest roads are only accessible to border police or mobs.
I know the depth and
complexity of the youth issues in Yemen from the south to the north, and the
consequences of war and repressive regimes, inhuman sponsorship
and immigration systems, but my msg to everyone who wants life… don’t take the

Humanitarian Update - Issue 12/December 2022
Internal displacement
crisis lingers on, with an estimated 4.5 million people internally displaced
since 2015—placing Yemen as the sixth largest internal displacement crisis
globally. Between January and September 2022, as per Rapid Response Mechanism
(RRM) tracking, almost 235,000 people had newly been displaced due to conflict
across 173 districts, concentrated in Al Hodeidah, Al Jawf, Marib and Ta’iz
governorates. More than three quarters of all displaced persons in Yemen are
women and children and at least 26 per cent of displaced households are
female-headed.
The operating
environment in Yemen remains extremely challenging, with more than 3,500
humanitarian access related incidents recorded in 2022.
By the end of the
year, the Humanitarian Response Plan was only funded 54.6 per cent, leaving a
gap of $1.94 billion, affecting the delivery of humanitarian assistance and
resulting in a decrease in emergency food assistance. Despite critical funding
shortfalls and a challenging operating environment, 200 humanitarian
organizations continued to deliver aid to an average of 10.7 million people per
month in 2022.

From city centers to
the countryside: Houthi militia expand looting citizens' real estate
Residents
of the district, which is under the control of the Houthi rebels, say that the
Houthi militants found the woman, who is in her sixth decade of life, too
vulnerable and a luring victim unable to restore the house if taken from her.
The locals say the Houthi key militants in the district now intervene in the
issue, not for the purpose of restituting the house back to the woman, but to
calm down the local sentiments surrounding the issue.

few days after this incident, Houthi leaders in Ibb governorate were carrying
out another robbery of the residents' property in the countryside, where the
Houthi leader, Abdul Hamid Al-Ameisy, accompanied by large forces, laid the
ground on land owned by Ghaleb Ismail in the Jabal Tha'ra area in Yarim
district, after which he threw the owner of the land in prison with the support
and complicity of the director general of the Yarim district, the Houthi leader
Muhammad al-Darwani, and the director of the district's security, whose
nickname is "Abu Attan". Tribal sources confirm that after the
Houthis completed seizing the property and homes of their opponents in the city
centers and expanding towards the countryside, they are now fabricating
justifications that they have not used before as the coup militia sent several
armed patrols to the village of Al-Jahiliya in the Hamedan district on the
outskirts of the capital under the pretext of searching for weapons that they
suspect are in some residences. The sources indicate that some of the
residents, who had a position opposed to the coup and sectarian tendencies,
became victims of rumors and reports of militia informants with the aim of
settling scores with them or seizing their property, as the prosecutions
expanded, and military patrols roamed the village, raiding their homes and
farms.

The command of UAE
forces launched a military operation against pro-Islah tribes west of Ataq
city, the capital of Shabwa oil province, in eastern Yemen.
According to media
affiliated with the coalition, UAE-backed “Shabwa defense” militia launched a
large-scale attack on villages and areas in Nissab district, west of Ataq,
during which it stormed a number of homes of pro-Islah
tribesmen, under the pretext of combating terrorism.

Foreign Ministry condemns UK’s insistence in obstructing peace efforts
to end US-Saudi aggression
The
Yemeni Ministry of Foreign Affairs on Friday
condemned Britain’s insistence on exacerbating the suffering of the
people of Yemen and obstructing peace efforts to end the US-backed Saudi-led
coalition aggression.
In a statement, the
Ministry stated that Britain was hostile to the Yemeni people and brazenly
supported thieves and terrorists in Yemen starting by supporting the
pro-aggression government.
It added that the
British ambassador’s statements publicly revealed the criminal role played by
London in exacerbating the suffering of Yemenis.
The ministry also
indicated that the statements of the British ambassador prove that Britain stands
behind the economic war, including the policies of blockade and starvation.
It pointed out that
Britain is trying hard to hinder peace efforts and push towards resuming the

Gas cylinder price in Aden reaches imaginary numbers
Activists on social
media reported that the price of a domestic gas cylinder reached more than
13,000 riyals during the past hours, amid widespread local condemnation of the
decision to raise the price of customs tariffs, oil and gas, and electricity

UAE sends military plane loaded with weapons to Hadramout
An official source
confirmed that an Emirati military plane arrived yesterday, Friday, at
Al-Rayyan airport in Mukalla city, carrying weapons and a
number of officers, including foreigners.
The source indicated
that the plane unloaded its shipment of weapons and military equipment
dispatched for the STC militia to fight its battle against the militants of the
“First Military Region” affiliated with Islah Party in the districts of

Human Rights Office
in Taiz Governorate condemned the crimes of US-Saudi aggression and its
mercenaries against civilians in Lahjj governorate, and the targeting of
residential areas.
The Human Rights
Office affirmed that these violations included the crimes of forced
displacement and destruction committed by the aggression and its mercenaries.
The southern
governorates witnessed the highest level of crimes and violations. The annual
report issued by the Media Center for the Southern Governorates stated that it
had documented 1259 crimes and serious violations during the past year,
including 159 assassinations as a result of the
conflict between the militia of the Southern Transitional.
The report indicated
that the center monitored 82 home raids in Aden and Shabwa governorates.
Kidnappings have escalated, in Aden, Abyan, Shabwa and Lahj 67 crimes were
committed affecting military commanders, civilian leaders and citizens,
including party leaders, workers, women and children.
The crimes of clashes
in the governorates of Aden, Lahj, Al-Dhalea, Abyan and Shabwa increased to 265
crimes due to insecurity and the proliferation of militias and armed groups
loyal to the countries of the coalition.
220 detention crimes
affected people in Aden, Shabwa, Lahj, Abyan, Hadramout and Al Dhale'e,
indicating that 200 violations and forced deportations were committed on racial
grounds against 4,500 people, the report added.
The report indicated
that 92 crimes of extortion against merchants and investors of the occupied
southern governorates were committed.

Hadramout tribes respond to military threats to invade them

The Hadramout Tribes
Alliance, led by the first deputy of the governorate, Amr bin Habrish, issued a

personnel from Yemen’s southern provinces on Wednesday announced their
categorical rejection of the disastrous economic decisions issued by the
government loyal Saudi-led coalition.
The so-called “Supreme
Military Commission for the Army and Southern Security” affiliated to the
“Southern Transitional Council” demanded the dismissal of the prime minister,
Moein Abdulmalik, as a result of the improvised
decisions to raise the customs tax, considering it as “a lethal dose” for the
people.
A statement issued by
the Commission, yesterday, Tuesday, said: “These governments have become
accustomed and have continued to pursue policies of collective punishment,

The commission’s
statement demanded a reduction in the allocations and budgets for the
pro-coalition government ministers, agents, advisors, and officials, and the
cessation of paying their salaries in hard currency at home and abroad.
The Military Commission

Presidency of the Southern Transitional Council (STC) rejected 'the
ill-conceived decisions' made by the High Economic Council led by the Prime
Minister to raise the price of the customs dollar by 50 per cent.
In a meeting held today under the chairmanship
of the STC's Assistant Secretary General, Fadl Al-Jaadi, the Presidency warned
against the negative impact of such decisions on the people, economy and
commercial activity of the port of Aden, calling on the Cabinet to search for
other alternatives without making people's economic conditions worse.
The STC Presidency urged the power-sharing
government to reduce expenditures and undertake austerity measures in light of
the current extremely difficult economic conditions the country is passing

Will Omani Efforts Result
to Peace, End US-Saudi Aggression against Yemen?
Commendable and
appreciable endeavors made by the Sultanate of Oman to find common consensuses
between the government of Sana'a and the US-Saudi aggression, that could lead
to a realistic solution satisfactory to all and stop the longest war in the
modern era which left a destroyed country, killing, injuring
and displacing its people.
So, the task
undertaken by the Sultanate is difficult, and finding a solution to it is going
through a thorny path, and working to find common
denominators between the two parties is beset with great difficulties.
The armed military
conflict for 8 years has left many wounds and created a wide rift in Yemen's
society. The first task before the delegation Omani mediation is represented in
bringing together the views of the two parties and reaching a permanent,
satisfying truce.
Then political action
will start to reach a realistic vision to solve the problem that has troubled
everyone and has become a daily concern carried not only by politicians and
soldiers, but by 35 million who are the total population of Yemen.
Peace has become an
urgent desire for all Yemeni citizens whose daily living has been affected by
the war.

Will Saudi Arabia
Stop Its Aggression Against Yemen, or Continue to Execute US’s Agenda?
The active diplomatic
action of Oman, Saudi Arabia and the United Nations, and the bilateral
discussions that took place in Sana'a last week, abounded with analyzes and
leaks about the outcomes of the meetings, which Sana'a described as positive.
Away from analyzes,
informed sources say that a Saudi delegation headed by Ambassador Muhammad Al
Jaber came to the capital, Sana’a, in conjunction with the arrival of the Omani
delegation last week, and a number of humanitarian issues were discussed, most
notably the payment of the salaries for all employees from Yemen’s oil
revenues, the opening of Sana’a airport and the port of Hodeidah completely, and solving the prisoner issue.
After four days of
intense discussions, ideas about what Sana'a described as "positive"
on the humanitarian issue were produced. The Saudi delegation, as well as the
Omani mediator, carried these ideas and entrusted them with conveying them to
their leadership of the US-Saudi aggression, especially the Saudi leadership,
and the discussions are still ongoing, awaiting the Saudi response.
Through this
information, it is clear that nothing has been decided until now, and that the
ideas that Sana’a described as positive are still under study by the countries
of aggression, and an agreement has not yet been reached, while the discussion
is still ongoing and the possibilities are open, awaiting the Saudi response to
be based on what is required. So whether they will agree,
and then an agreement announced by the United Nations, or the region will turn
into a battlefield.

for Saudi Arabia, said at a recent meeting in Switzerland, “There will be no
cars.”
It can be recalled that
Saudi Arabia unveiled its plans for a new futuristic city that
will house 9 million people within a massive 1,500ft high, 109-mile-long
mirrored wall in the middle of the desert. To put that in perspective, the
reflective eyesore will be taller than the Empire State Building and the Eiffel
Tower once it is completed.
The new “linear city,”
dubbed ‘NEOM’ by Saudi Crown Prince Mohammad Bin Salman, will be outfitted with
the most advanced technology available, including vertical farms, facial
recognition, zero-emission transportation, cloud seeding, and other programs
that are in development. The city will apparently even feature some chilling
dystopian extras like robot
cage fights and a fake moon.
During
a panel session titled ‘The Evolution of Urban Life,’ Jubeir said, “[The Line] will revolutionize
the way people look at cities and urban planning. NEOM is an attempt to create
a city that is environmentally friendly, sustainable, that has a very high
quality of life, that has virtually no traffic.”
“There
will be virtually no traffic. You could go to different places very efficiently

The story: Saudi Arabia’s Crown Prince Mohammed bin Salman Al
Saud (MbS) has ordered the amendment of the Kingdom’s citizenship law to permit the
naturalization of children born to local women and foreign fathers—under
certain criteria. The move is rare in the region, where most Gulf Arab states
only grant citizenship to the children of male citizens.
The coverage: The
pro-government, Jeddah-based Okaz Daily first published the
details of the royal decree announcing the amendments on Jan. 11.
The decree amends
article eight of the Saudi citizenship law, giving the prime minister power to
grant citizenship to a person “with a foreign father and a Saudi mother, if the
individual meets the required conditions.” Of note, MbS serves as prime
minister.

What investing in sports really
means to Saudi Arabia
Saudi Arabia's Public
Investment Fund (PIF) has led its sport spending spree into another year. After
a robust 2022 with the launch of LIV Golf and the signing of Cristiano Ronaldo
for Riyadh-based Al-Nassr Football Club, the Gulf giant is already said to be
making moves to buy World Wrestling Entertainment (WWE, formerly WWF) as well
as signing star Argentina footballer Lionel Messi to its most successful team,
Al-Hilal, for a record sum.
In 2021, the Saudis
purchased a controlling share in English Premier League team Newcastle United
FC; introduced its Formula One Grand Prix; and secured the rights to host the
Spanish Super Cup for years to come. As a result, accusations of sportswashing
have arisen from a variety of human rights groups.
Sportswashing is a
concerted effort by a country (or organisation) to use international sports to
improve its reputation tarnished by human rights or similar violations and
rebrand itself as a global good guy.
However,
to claim that Saudi Arabia is sportswashing risks oversimplifying the Kingdom's
more grandiose intentions. While Saudi Crown Prince and Prime Minister Mohammad
Bin Salman is likely to be concerned with the
country's image following the 2018 murder of journalist Jamal Khashoggi in the
Saudi Consulate in Istanbul, he surely understands that his image as a reformer
is forever tarnished. Rather than launching a charm offensive as he did during
his 2017 tour of the US, he is instead making soft power moves to strengthen
his global position.
If
sportswashing is only about image, then Saudi's strategy far exceeds that goal.
Bin Salman's greater interest lies in the acquisition of power. No institution
brings people of different nations and cultures together like sport.
It's
hard to "wash away" a multitude of human rights violations without a
green light from foreign governments concerned about the price of oil. Bin
Salman, meanwhile, offers no apologies. His sights are set on a modernised
Saudi state that can boast a diverse economic portfolio and a durable presence
in the global sports market. Therein, he believes, lies power that can rival
the influence of the G7 and the EU. This would be a coup beyond sportswashing,

the ministry said in a statement carried out by Yemen News Agency (SABA) on
Wednesday.
The statement affirmed
that the USA is not satisfied with the war crimes that it committed against
humanity and the crimes against Yemeni people, including its shameful role in
killing thousands of innocent children and civilians, and in the unjust
blockade that has created the worst humanitarian crisis in the world.
“Engaging in efforts
for a just and lasting peace remains the only option available for the security
of the countries, people of the region, and this is what Sana’a has been
calling for, adhering to at the last eight years,” the statement read.
“No force on earth can
prevent the Yemeni people from defending themselves, and the security and
safety of the UAE is achieved only by encouraging to the peace and ending its

involvement, we know that the RAF use Valley in Ynys Mon as a
location to train Saudi pilots, with over 30 Saudis being taught on the island
back in 2020 alone. These individuals are being taught how to manoeuvre
fighting jets for air strikes. Ordinary people suffer most in wars and over
25,000 air strikes, mainly by Saudi pilots, have killed 9,000 civilians since the
war began.
Wales is also connected
through the production of weapons, as proven by recent research by the CAAT. Wales has numerous sites that
produce weapons and systems used in the bombing of Yemen. These include BAE
Systems at RAF Valley and in Glascoed, Usk; Raytheon, based in Broughton; FAUN
Trackway in Llangefni; and Airbus in Coedkernew, Newport. These products
directly cause damage and suffering in Yemen while the profits of the arms
companies soar.
BAE’s involvement goes
beyond delivering equipment. BAE has 6,500 staff in Saudi Arabia to support the
operational capabilities of the Saudi armed forces. That is, the attacks on
Yemen.
The Welsh Government
supports these companies for bringing investment into Wales and has previously
attended arms fairs that have had representatives from Saudi Arabia present,
such as the DSEI arms fair in London.
To challenge Wales’s
role in trading arms with Saudi Arabia, Cymdeithas y Cymod supports CAAT with
their legal case in The High Court, challenging the government over the supply
of UK weapons in the war in Yemen.

Crumbling Economy, UK Folly Interferes Yemen’s Economic Issue
Britain is the head
of evil in the world. In any problem on the international level, you find the
British involvement in planning and execution. Its crimes affected civilians
everywhere in the world from Afghanistan, Iraq, Libya, Syria, Yemen, African
countries, Latin America, and even in Europe.
It has a history of
colonialism and crimes against the peoples of the world.
For
us in Yemen, the support provided by the US and UK to Saudi Arabia and the UAE
is no less ugly than its crimes on the international level.
The Prime Minister of
the Salvation Government, Abdulaziz bin Habtoor, commenting on the statements
of the British ambassador in support of the decision of the “pro-aggression
government” to raise the price of the customs dollar, he stressed that London
plays the role of protecting this government and the statement of its
ambassador is irresponsible.
Bin Habtoor pointed
out that Britain is a major part of the problem and the war on Yemen by
planning and practice. “It was better for this ambassador to direct his advice
to deal with his country's collapsing economy,” he added.

Is Oman the “Switzerland of the
Middle East”?
Oman is the only GCC country that
has not provided any military support to the Saudi-led Operation Decisive Storm
in Yemen, and its role in facilitating dialogue between the warring parties has
been in line with the traditional third-party role of neutrals. However, Oman
has pursued its national interests in the conflict in Yemen, particularly in
the Mahra region, which has prevented it from remaining fully impartial. Oman’s
strong economic and political involvement in the region has historically aimed
at avoiding any spillover of the Yemeni instability across the permeable border
Dhofar region of Oman.73 Indeed, in Mahra, Oman’s objective since the 1970s has
been to defuse any resurgence of communist and extremist ideologies. This has
been done through the provision of assistance – including health care,
electricity, schoolbooks, and food – and through projects of economic
integration, such as the jointly constructed Shahn-al-Ghaida highway.74
Moreover, Oman has invested in the creation of an economic free zone in the
Omani border city of Al-Mazyunah.75 The country’s security and economic
concerns are therefore important elements to understand Oman’s position toward
the conflict in Yemen, where Oman’s main interest is to protect its borders.76
This attitude has been reflected in Oman’s approach since the beginning of the
conflict, in increasing development and trade assistance, including the easing
of customs and offering Omani citizenship to tribal leaders from the Mahra
region.
Since 2015, Oman has played an
active role in facilitating dialogue among the parties in the Yemeni conflict,
especially the Houthis, Saudis, and Iranians.111 This facilitation role has
included the delivery of messages between actors that do not formally speak
with each other. Also, Oman has been hosting representatives of different
groups in Yemen, including Houthi spokesperson Mohammad Abdulsalam, and has
provided meeting venues in hotels and private houses.112 Moreover, Oman has
been offering humanitarian assistance, including medical treatment to Houthi
representatives, and logistical support to many humanitarian actors – including
the U.N. – operating from Salalah and across the Omani border into Yemen.113
However, Oman’s facilitation measures have remained informal and discreet and
have never evolved into a formal mediation role.
In Yemen, for example, Oman’s
dissatisfaction with the Saudi and Emirati interference in the Mahra region has
never become too loud as Oman has found itself in increased need of financial

Yemeni Rial Lost 22%
of Its Value in Southern UAE-Saudi Occupied Provinces: OCHA
The United Nations
Office for the Coordination of Humanitarian Affairs in Yemen announced that the
Yemeni Rial has lost 22% of its value in the areas under the control of the
pro-aggression since mid-April.
This comes amid a
continuous collapse of the Yemeni Rial in the areas controlled by the US-Saudi
aggression since August 2018, as a result of which the
Yemeni Rial in those areas lost nearly 300% of its value in those areas,
according to a report issued by the World Bank in 2020.
A report issued by
the United Nations Coordination for Humanitarian Affairs confirmed that the
Yemeni Rial has maintained its value to a large extent and remained stable in
the areas under the control of the National Salvation Government in Sana'a,
with an average of 560 Rial to the US dollar.
The report indicated

for Fisheries and the Higher Agricultural and Fisheries Committee on Friday inaugurated
the first cruise for marine research and community control boats in the Red Sea
waters.

stage of preparation for a naval battle on the western coast, targeting

"To
be, or not to be": on a stage in Yemen, William Shakespeare's
"Hamlet" rings out in Arabic, a tragedy that resonates with an
audience suffering from years of civil war.
In the
government-controlled city of Aden, battered by the conflict, the first
performance of a Shakespeare play in many years has resurrected hopes of a
cultural revival.
"We are hungry for
these kinds of events," said Heba al-Bakri, watching one of a sold-out run
of 10 shows. "Our people are always distressed and exhausted, so we need
this kind of entertainment."
As the actors took
their bows, applause roared out and the audience rose for a standing ovation.
The savage bloodshed,
murder, revenge, power struggles and moral dilemmas told in the famous tragedy
by the English playwright were written over 400 years ago -- but on stage in
Yemen today, the play holds power.
